Wayne
County CSEA Local 859 Without a
Contract!
Wayne County CSEA Local 859 General and
Supervisory Units have been without a
Collective Bargaining Agreement since
12/31/2005. Wayne County officials
declared impasse against both Units,
ending the mediation process early, and
requesting a fact-finder, thus refusing
to negotiate a fair contract and leaving
almost 800 members without a current
Collective Bairgaining Agreement.

THE HEALTH CUTS IN SPITZER'S BUDGET!
Budget negotiations between the Governor
and the Legislature have reached a
critical phase. The stakes are high for
hospitals and nursing homes in the
Rochester and Genesee Valley region.
The Governor has proposed cutting $1.2
billion from Medicaid statewide - a
potential loss of nearly $100 million
for health care facilities in RGVALF
counties if Spitzer gets his way. What
you can do: Contact your State
Assemblymember and State Senator now.
Tell them to put patients first by
protecting Medicaid and by working for
real reform that gets affordable health
care to all New Yorkers.

NYSUT Seeks Summer Organizing Intern
Candidates:
NYSUT is looking for a responsible
college student looking for experience
with a successful organizing team in the
Rochester Regional Office. The
assignment will involve strategic search
for new organizing initiatives.
Excellent computer skills and
familiarity with web-based research
tools a must. The position starts in
late May and ends in late August. Pay is
$8,00/hour for undergraduate and
$10.00/hour for graduate students.
Involvement with labor issues, unions or
other human rights advocacy work a plus.

Mandatory Funding for Veterans
Healthcare Gaining Momentum:
On March 19th, while visiting the VA
Medical Center in Canandaigua New York,
Senator Charles Schumer took time to
meet with Operation Firing For Effect
representatives and to sign their
Resolution calling for full mandatory
funding of veteran’s healthcare and
services. On March 8, 2007, Senator
Schumer told a Washington, DC newspaper;
“Nationwide, veterans are facing a
healthcare funding shortfall of more
than $2.8 billion in the midst of a
growing nationwide scandal over
inadequate treatment of wounded soldiers
returning from Iraq and Afghanistan”,
Schumer said. Senator Charles Schumer
has pledged to promote, support, and
vote for full mandatory funding of
veteran’s healthcare and
services. Senator Schumer is merely the
most recent to sign OFFE’s Resolution.
To date, the Resolution has been adopted
and passed by several U.S. northeast
cities and townships, including the
Mayor of Chicago, Illinois, Richard
Daley, the Governor of Oregon, Ted
Kulongoski, plus over 500,000 labor

Employee Free Choice Act (EFCA) Update:
Explanation of votes:
Congressman Kuhl is the ONLY congressman
to have sponsored the Employee Free
Choice Act who then removed his
sponsorship (post 2006 election), and
voted against the EFCA. Hear his own

Please note, the EFCA DOES NOT prevent
"secret ballot" NLRB elections. If 1/3
of the employees ask for one, the NLRB
election will take place. Do you think
Congressman Kuhl has read the
legislation, or simply his talking
points memo on this legislation (Extra
points awarded to those who explain the
relevance of his Communist reference)?
Congressman Walsh, though voting for the
Employee Free Choice Act, appears to
have appeased Big Business to the dismay
of working families. The EFCA was
presented to the House floor for debate
and a vote. At this point, Congressman
Walsh voted in favor of a Motion to
Recommit which requested his colleagues
to add language to the EFCA. This
language would have forced unions, not
employers, to prove the US residency
and/or legal work status of each
worker when conducting organizing
efforts. When this vote failed,
Congressman Walsh then decided to
support the EFCA.

Labor fights for rep on the Chemung
County IDA board: After
repeated verbal requests concerning
giving labor a voice on the County IDA,
both the Southern Tier Building Trades
and the Chemung/Schuyler Labor Assembly
has sent letters of request to the
County Executive, Chair of the CCIDA ,
and County Legislators. If this request
is not addressed, these groups plan to
take the fight to the next level.

Local 832 will be recruiting two (2)
apprentice heavy equipment operators. To
