Right now, a major legislative battle is taking place on Capitol Hill that affects the benefits of every single person who wore the uniform—and we need you to take action immediately.
A massive new bill called the Take Care of America’s Veterans Act (TCAVA) has just been introduced. On the surface, it looks like a win. It includes long-overdue, laborsupported legislation like the Major Richard Star Act (to allow combat-disabled retirees to receive their full retirement and disability pay concurrently) and the Love Lives On Act (to protect survivor benefits for grieving spouses).
But behind closed doors, corporate-backed politicians have built an unconscionable "trap." To pay for these expanded benefits, they are forcing an austerity agenda that funds one group of veterans by picking the pockets of another. The bill relies on $60 billion in mandatory, permanent funding cuts that come directly out of the pockets of disabled service members. It bypasses the public rulemaking process to lock these devastating cuts straight into federal law:
- The Sleep Apnea Gutting: The bill eliminates the stable 50% disability rating for veterans who require a CPAP machine. If your machine successfully manages your symptoms, your rating can be slashed to 10% or even 0%—penalizing veterans for medical compliance and stripping future claimants of over $1,000 a month in vital support.
- The Elimination of Standalone Tinnitus Compensation: Tinnitus (ringing in the ears) is the single most common service-connected disability. This bill completely erases the standard, standalone 10% disability rating for tinnitus, turning it into a mere "symptom" that can only be compensated if tied to severe, measurable hearing loss.
- An Assault on Public VA Workers: Hidden further in the bill are provisions that lock in permanent VA healthcare privatization and explicitly set up statutory frameworks for Reductions in Force (RIFs)—meaning staff layoffs that target the unionized, public sector workers who dedicate their lives to caring for us.
We are drawing a hard line. Just days ago, delegates at the AFL-CIO Constitutional Convention passed Resolution 18, which explicitly mandates that our labor movement aggressively fight corporate greed, defend public infrastructure, and protect workingclass benefits.
Tinnitus from the flight line and sleep apnea from toxic exposures are real, permanent injuries. They are part of the cost of war. Balancing a legislative ledger on the backs of wounded and injured veterans is an absolute betrayal of the military service contract.
The Union Veterans Council is demanding that Congress split the bill and pass a clean, standalone version of the Major Richard Star Act without holding our benefits hostage.

The politicians behind this bill need 60 votes to pass it through the Senate, which means our voice and our leverage matter right now. We need every union veteran, military family member, and labor ally to flood the phone lines.

DVA PERSPECTIVE
FACT – IRON CLAD AGREEMENT:
The National Home for Disabled Volunteer Soldiers (with beachfront property), was acquired by the U.S. Government in the most formal method possible.
The April 2, 1887, Receivership was approved by the 49th Congress. It was followed by the March 3, 1888, execution of two separate deeds in which the “Party of the Second Part” is described as the U.S. Government. Those deeds were sent back to Congress and ratified.
An additional fact about the acquisition is the clause, terms, conditions to “permanently” maintain the land as the National Home for Disabled Veterans.
Therefore, it is a violation of the Act of Congress for any person or entity, government or non-government, to misinterpret, modify, or, to misrepresent the intended land-use.
FACT – HISTORY OF LAND-GRAB
The lust for land or control has led to “land-grab” attempts by government and non-government individuals from the start. The latest attempt to repurpose that land-use are the violations of the law and deeds as reported by the Office of the Inspector General and the 9th Circuit Courts. The violations are directly related to land-use decisions made by the VAGLAHS medical center, influenced by developers, elected representatives, UCLA and Brentwood School. It is grossly violating the intended land-use by its illegal expansion of the center.
The collateral of these violations by the VAGLAHS amount to ongoing death of Veterans by the homelessness created by the disingenuous master plans.
FACT – The Presidential Executive Order of May 9, 2025, for the establishment of the Warrior Independence Center is reported to have appointed Sally Hammitt as the leader of that effort. Sally Hammitt has served in the VAGLAHS Administration as Interim Director before Timothy Graham was appointed. Sally Hammit is aware of the position of this Advocacy and does not acknowledge or engage our concerns.

The secretary of Veteran Affairs, Doug Collins, is providing poor leadership because the corruption and collusion that Sally Hammitt answers to was researched before the Executive Order was signed by the President. To allow the appointment of Sally Hammitt is negligent and lack of due diligence,

has been missed. Repeatedly, we have asked to speak with the Secretary of Veteran Affairs but he has not acknowledged our committee to meet..
Project National Home for Disabled Volunteer Soldiers
The Department of Veterans Affairs has demonstrated a continued lack of regard for our veterans, as evidenced by the current state of the West LA Soldiers Home. The current acting director and the directors before him have refused to meet with veterans to listen to their concerns.
The truth is written in the Deed that states 1,200 acres of land were gifted in 1888 to disabled volunteer soldiers. However, the truth is not being told regarding the corruption and land grab of the National Home for Disabled Volunteer Soldiers.
Although President Donald J. Trump's May 9 executive order held hope and promise, and it looked good on paper, sadly, nothing has changed. Instead, further deteriorated. The House and Senate Veterans' Affairs committees have also ignored the cries of veterans voicing concerns about ongoing corruption.
FOX News took the lead approximately three years ago on the issues concerning the corporate entities leasing the buildings that are contaminated, with bad security and poor law enforcement by the VA police, which has allowed drug dealing and corruption to manifest in these buildings. Nothing has changed; instead, it has worsened.
We are calling on our major newspapers and national TV news stations to join our nationwide complaint.

The Broken Promise
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Section 1. Purpose and Policy. Our Nation’s security, prosperity, and freedom would not be possible without our veterans. Many service members paid the ultimate sacrifice. Many others bear visible and invisible wounds from their service. Too many veterans are homeless in America. Each veteran deserves our gratitude.
Yet the Federal Government has not always treated veterans like the heroes they are. During the previous administration, unaccountable bureaucrats treated them shamefully, failing veterans when they needed help most and betraying the taxpayers who rightfully expect better.
The story of the West Los Angeles Veterans Affairs (VA) Medical Center is indicative of this failure.
The Veterans of this Nation are calling for your support

This is the leaseholders pain tax. The more we hurt, the more we pay. And the profits are immense.
We need clear Federal Housing laws that prohibit the use of Veteran’s disability compensation in calculating rent in project-based housing. Disability compensation IS NOT CONSIDERED INCOME
The Pacific Branch location of the National Home for Disabled Volunteer Soldiers (NHDVS) was permanently deeded, in 1888, in exchange of the promise by the U.S. Government to "permanently maintain" it as a Home for disabled and homeless Veterans.
The deeds include specific, non-negotiable, land-use restrictions that are being grossly violated and ignored, today.
The terms, conditions, spirit, and intent that frame the proper use of this U.S. establishment (Homeland) demonstrates how, at that time, our grateful nation cared "for him that shall have borne the battle, his widow and his orphan."
Since that time, the U.S. Government's contractual responsibility, to genuinely steward the Homeland, has been handed off to several federal Veteran agencies and, today, the inland footprint and beachfront property are mismanaged assets under the authority of the State of California, Los Angeles County, Los Angeles City, the City of Santa Monica, and various "insider" corporate entities. This entire arrangement has been built under the terms of negligent Secretaries of Veterans Affairs (DVA).
Factual evidence of deed violations throughout this period of hand-offs exists.
Ultimately, DVA has handed off the responsibility of the U.S. Government, to its sub-component, the VA Health Administration.
Consequently, Health Administration's Los Angeles sub-component, the Veteran Administration Greater Los Angeles Health Service (VAGLAHS) Center has made harmful land-use decisions that have not only dismantled the home, they now, threaten the meaning and purpose of our U.S. Government's original commitment to "permanently maintain" the Homeland.
The WWII Veterans who formed the Bonus Army of 1932 knew about broken promises and they successfully challenged the U.S. Government.
WWII and Korean War Veterans, without the Internet, successfully challenged threats to Homes across the country with a no-nonsense advocacy.
Vietnam and Desert Storm Veterans were tasked by past generations to “Save the Home.”
Enters the Veteran, Veteran Family, NHDVS Coalition (Coalition)
The Coalition has objectively and responsibly researched facts and has compiled FOIA reports, audio, video, recordings, email, and whistleblower testimony.
The Coalition stands in direct opposition of the illusion created by so-called advocates, pay-to-play media journalists, and sold out VSOS that the racketeers control, feigning to save the Homeland while repurposing and rebuilding land-use.
That devious effort aims to privatize, make public, and commercialize the Pacific Branch “vision” of over 900-acres with water rights and separately deeded beachfront property for disabled and homeless Veterans.
NHDVS has received the support of the rank-in-file Veterans and the Veteran Family. There are active individuals from Michigan to Texas and from New York to California that openly criticize the Enhanced Use Lease (EUL) element of the runaway land-racket.
There are also non-profit advocacy entities that support the aim and purpose of the Coalition.
Operation Firing For Effect, OFFE, is based in New York and it has supported saving the Homeland in Canandaigua and Los Angeles since the turn of the last century.
ECFR - EL CAMINO REAL FORUM serves any veteran family member and continues the task WWII veterans started 60 years ago.
AFTP Foundation (AFTP) is based in Los Angeles, California, and is the newer of the nonprofit entity members in support of the Coalition.
Veterans, non-veterans, and entities stand shoulder-to-shoulder within the Coalition to save the Homeland, following the same principle that all National Homes were established upon.
We urgently ask for your commitment and support because the perpetrators of the land-racket must be forced to stop construction and activities that are contributing to the loss of two veterans a day through avoidable homelessness created by their alleged illegal operations create.

Operation Firing For Effect, Inc. It was established to create a nationwide network for veterans, forming a volunteer taskforce that supports VA facilities and provides shelter for homeless veterans. In October 2004, nearly 200,000 letters from across the nation helped keep the Canandaigua VA open. Now, similar challenges are faced regarding the gifted 1,200 acres of land at the West Los Angeles facility, which was originally donated for a National Home for Disabled Volunteer Soldiers and homeless veterans. The current issue involves leasing this land to corporate entities, who renovate existing buildings and charge high rents to veterans, with some units not even meeting ADA compliance standards.

Letters of support are critical to securing the 1,200 acres of land for veterans nationwide. If one million letters or more are received, a difference can be made.
